1. Overview

This message announces the submission requirements for the ABMA Aviation Boatswain’s Mate of the Year (ABOY) and LCDR Regina P. Mills Leadership Award.

2. Awards Description

These awards recognize Sailors who best represent the Aviation Boatswain’s Mate community through sustained superior performance, command impact, mission contribution, leadership, professionalism, and dedication to self-improvement.

A. Aviation Boatswain’s Mate of the Year (ABOY)

Commands are requested to submit nominations for Pacific and Atlantic Fleet ABOY via electronic copy to the appropriate POC.

Eligibility Criteria:

1. Early Promote recommendation on most recent evaluation (transfer evals do not count)

2. Dual warfare qualified

3. Current ABMA member in good standing

4. Passed most recent Physical Fitness Assessment (PFA)

Evaluation Period:
01 May 2025 – 01 April 2026

Submission Deadline:
28 April 2026

1. Commanding Officer’s endorsement

2. DLCPO comments

3. Enlisted evaluations (past 5 years)

4. Last 3 PFAs

5. Advancement history

6. Duty assignment history

7. Professional achievements summary

8. Individual biography

11. Two 8x10 photos (Service Dress Blues – front and side)

12. Navy Commendation Medal (NCM) citation and OPNAV 1650/3

B. LCDR Regina P. Mills Leadership Award

For E-4 and E-5 Aviation Boatswain’s Mates.

Evaluation Period:
01 May 2025 – 01 April 2026

Submission Deadline:
28 April 2026

Eligibility Criteria:

• Must have passed most recent PFA

Required Package Contents:

1. Commanding Officer’s endorsement

2. Career performance and achievements summary

3. Individual biography

4. Last 3 enlisted evaluations

5. Last 3 PFAs

6. Off-duty education (degree copy only)

7. Two 8x10 photos (Service Dress Blues)

8. Navy Achievement Medal (NAM) recommendation (OPNAV 1650/3)

9. ABMA membership card

10. RADM Page 4 and/or FLTMPS qualifications

3. Selection Boards

Boards will convene under CNAF/CNAL authority.
Results will be released via NAVADMIN around early June 2026.

The ABMA offers the Isabella Marie Gillen Scholarship.

Details:

• Up to three scholarships of $2,000 each

Eligibility:

• ABMA member in good standing (minimum 2 years)

• Dependent (child, spouse, grandchild, or legal dependent)
