2025 Official Navy ABOY and LCDR Regina P Mills Award Message
The ABOY and LCDR Regina P. Mills Leadership Award recognize outstanding Aviation Boatswain's Mates who exemplify superior performance, leadership, professionalism, and contributions to the community.
Commands are encouraged to submit nominations for the Pacific and Atlantic Fleet ABOY by April 28, 2025. Candidates should demonstrate:
Sustained superior performance (May 1, 2024 – April 1, 2025)
Command impact and mission contribution
Leadership, professionalism, and dedication to self-improvement
Eligibility Criteria:
Early Promote recommendation on most recent periodic evaluation (transfer evaluations not considered).
Dual warfare qualification.
Active ABMA membership (dues current).
Passed the most recent Physical Fitness Assessment (PFA).
Nomination Package Requirements:
Commanding Officer’s recommendation
Department Leading Chief Petty Officer’s (DLCPO’s) comments
Enlisted Evaluations (last 5 years)
PFA results (last 3 consecutive PFAs)
Advancement history & duty assignments
Awards (Page 4), biography, and significant professional achievements
Off-duty education (copy of degree)
Two 8x10 color photos in Service Dress Blues (front and side view)
Navy Commendation Medal (NCM) Citation and OPNAV 1650/3 form
Performance Summary Record (PSR) Parts 1 & 3
Most recent exam profile sheet (for CPO eligibility)
National ABMA membership card
RADM Page 4 and/or FLTMPS Qualification Page
This award is open to female E-4/E-5 Aviation Boatswain’s Mates who have displayed inspirational leadership, motivation, and exemplary behavior between May 1, 2024 – April 1, 2025.
Eligibility Criteria:
Passed the most recent Physical Fitness Assessment (PFA).
Nomination Package Requirements:
Commanding Officer’s endorsement
Brief career performance and personal achievements synopsis
Individual biography
Enlisted Evaluations (last 3 years)
PFA results (last 3 consecutive PFAs)
Off-duty education (copy of degree)
Two 8x10 color photos in Service Dress Blues (front and side view)
Navy Achievement Medal (NAM) Personal Award Recommendation OPNAV 1650/3 form
National ABMA membership card
RADM Page 4 and/or FLTMPS Qualification Page
Nomination Deadline: April 28, 2025
Results Announcement: June 2, 2025
Winners will be honored during the ABMA Professional Working Group General Assembly.

The ABMA offers three (3) scholarships of $2,000 each to support the education of dependents of ABMA members.
Applicant must be a dependent of a current or deceased dues-paying ABMA member (minimum 2 years).
Eligible dependents include children, spouses, grandchildren, or legally recognized dependents.

The Living Legend Award and Posthumous Legend Award honor individuals with significant contributions to the Aviation Boatswain’s Mate community, the ABMA, and Naval Service.
